About the job

The Chief Engineer (CE) for Germany is responsible for protecting the value and operational functionality of the company’s property assets in Hamburg/Berlin/Frankfurt and Leipzig. The CE will be based in Hamburg.
The CE is responsible for ensuring that all areas of the property and surrounds are safe and welcoming, working closely with key internal and external stakeholders to deliver the required business standards in all areas. This includes short and long-term planning and day-to-day operations of the engineering division. The CE recommends the department’s budget and capital expenditures and manage expenses within approved budget constraints.
1 - Managing & developing a team
In collaboration with the Department Heads, manage, motivate and develop the Engineering team.
Ensure all department and individual targets and goals are achieved, monitor and review the performance of the individuals on a regular basis, providing accurate and timely feedback and where required, coaching on areas for improvement.
2 - Utilities Procurement and Management
Procure optimum energy and utility contracts including electricity, gas and water.
Consistently review, identify and propose cost effective utilities and energy efficiency initiatives ensuring successful implementation across the business.
3 - Repairs and Maintenance
Manage repairs and maintenance throughout, ensuring that the building and surrounds are safe, compliant and a welcoming environment.
Undertake plumbing, carpentry, decorating, electrical and mechanical engineering work as necessary to maintain safe and efficient systems within all the properties.
Ensure adequate spares are maintained and effectively used in order to maintain a consistently high standard of maintenance.
Ensure that all works undertaken are done safely and in accordance with the relevant codes of practice.
Respond to all the maintenance requests in order of priority set out by the properties or by your own initiative.
Have a thorough knowledge of the layout of the different properties and specifically all items of plant and equipment with log recording of tests, routines and inspections carried out on regular basis.
Work closely with all relevant managers to accurately assess, identify and address repairs and maintenance issues in a cost effective and timely manner.
4 - Tenders and Contracts
Maintain an accurate diary system for all individual contractors. Creating a Planned Preventative Maintenance schedule.
Prepare tender documents for the procurement of all services linked to the engineering department.
Fully research, calculate and compare costs for required goods and services to achieve maximum benefit through the tender process.
5 - Compliance and legal obligations
Ensure business compliance with all legislative requirements, including the timely compilation of statutory reporting.
- Example: COSSH (substances hazardous to health), health and safety, hygiene policies, fire regulations etc…
To create weekly rotas for supervising department according to business needs and German working time legislation, to ensure that the employees respect the regulations of German working time act.
Ensure that appropriate and cost-effective systems, policies, processes and procedures are designed, implemented and adhered to.
Keep up to date with legislation and best practice to develop effective proposals on how to address legal requirements and improve existing working practices.
6 - Budgets & Forecasts
Collate and evaluate relevant internal and external data (including costs), proposing annual facilities budgets and financial forecasts.
Prepare and plan Capex budget for all properties in coordination with the respective General Managers.
Ensure all departmental expenditure is in line with budgets and forecasts and the smooth administration of the purchase order system.
Work with the Finance Department to ensure prompt payment of invoices and resolution of issues.
7 - Reporting and Analysis
Provide monthly reports and analysis showing all Engineering Management related tasks, works trackers and costs.
Manage and report all emergencies and complaints using the procedures set by Frasers Hospitality.
Provide monthly utility usage reports.
8 - Communication
Work and communicate effectively with all key stakeholders (e.g. Hotel GM, Front of House Manager, Operations Manager, Housekeeping Manager, Construction, Contractors and external advisors/providers) to gain their full engagement in the design, planning and implementation of all facilities related initiatives, activities and standards.
9 - Environmental friendly policies
Implement cost effective environmental friendly initiatives that benefit both the community and business.
Ensure best value and management is being obtained from all external waste and recycling providers.

Knowledge & Experience
1 - Experience
• Proven experience in an Engineering and Facilities Manager role in a retail, hospitality or leisure business
• Good experience of formal contract management; scoping of services for tendering
• Experience of statutory compliance and workplace regulations
• Process and project management experience
• Good knowledge and experience of Health & Safety management
• Experience of risk assessment, management of contractor activities, safety management systems
• Staff management, motivation and development
• Report writing and record keeping
