About You:

The Senior Manager Continuing Airworthiness is responsible for performing and directing the Quality Assurance activities related to aircraft safety and continuing airworthiness. This is in particular to QCAR Part M approval.

This role will create and lead the implementation of operational strategy which ensures that quality assurance section and the organization meet and maintain all required safety and continuing airworthiness requirements as defined by the company and Civil Aviation Authorities.

Specific responsibilities of the role include:

Strategic

  • Develops applicable quality and safety processes & procedures within areas of assigned responsibility.
  • Establishes and manages the Continuing Airworthiness Management System as required by QCAR Part M.

  • Ensures that an adequate independent quality audit system is developed, managed and maintained to company and regulatory requirements.

  • Establishes and manages implementation of appropriate control measures and Key Performance Indicators related to Continuing Airworthiness.

  • Advises on the development and promotion of regulatory quality and safety policies.

  • Ensures an adequate occurrence reporting system is developed, managed and maintained to comply with company and regulatory requirements.

Operational 

  •  Performs and directs the Quality Assurance activities related to aircraft safety and Continuing Airworthiness with reference to QCAR Part M approval.
  • Ensures that audits are carried out by independent auditors.

  • Ensures that a system has been established to keep records for the periods specified by QCAR Part M.

  • Ensures that the aircraft technical log system, Continuing Airworthiness Management Exposition and any subsequent amendment are approved by the competent authority.

  • Ensures that the aircraft maintenance programme is subject to periodic reviews and amended accordingly when necessary.

  • Ensures that a system is in place for all defects affecting the safe operations of the aircraft, ensuring that these are rectified within the limits prescribed by the approved minimum equipment list (MEL) or configuration deviation list (CDL) as appropriate in accordance with a procedure approved by the authority.

  • Ensures that the aircraft maintenance programme includes a reliability programme to analyse the effectiveness of the maintenance programme, with regards to spares, established defects, malfunctions and damage.

  • Ensures that all maintenance work is performed, service bulletins are analysed and decisions taken on accomplishment, airworthiness directives are completed on time and that all work, including non-mandatory modifications are carried out as per the approved data and latest standards.

  • Maintains a constant review of the CAME and ensures that appropriate revisions are raised in a timely manner.

  • Manages Airworthiness Review of Qatar Airways Aircraft in accordance with QCAR Part M requirements.

  • Updates the Line Station Maintenance Provider MOE and Airworthiness.

  • Approves database and issuing Line Station Maintenance Provider Approved Certifying Staff List.

  • Manages, develops and maintains the competency and standards of reporting personnel.

  • Reviews applicable regulatory updates and amendments for safety and continuing airworthiness, ensures any required organizational changes are communicated effectively to all required stakeholders and required actions are implemented in a timely manner.

  • Approves documentation such as but not limited to procedures and authorizations as delegated by the VP Quality Assurance and Maintenance Training.

  • Ensures the organization operates within the limitations of its approval ratings, capabilities and privileges.

  • Manages and monitors an effective, efficient system of continuing airworthiness.

  • Communicates effectively with internal and external customers. Ensures safety and continuing airworthiness related concerns are action accordingly to company and regulatory standards.

About Your Job:

Essential Education and Professional Qualification:

  • Bachelor’s degree or BSc in Mechanical, Electrical, Electronics, Mechatronics,  Aeronautical Engineering or equivalent.

  • ICAO Type II license

  • QCAA/ EASA Part 145, M and 147 training

  • Quality Audit Training

Essential Professional Experience:

  •  Minimum of 10 years relevant experience within Continuing Airworthiness, Maintenance Organization environment and Quality Assurance Functions.
  • Must have complete the Management training and specific technical courses

  • For internal candidate, you must have completed a minimum of 2 years of experience as EN.04 or QR.09

  • Preference to candidates who has least 5 years of experience as an internal/certified auditor.

  • Preference to candidates who has previous experience in Quality Assurance management for Part M, 145 and 147 organizations; Safety, airworthiness and compliance processes and methodologies; Quality and Safety Management Systems.
