About the job

Within the limits of delegated authority, the Administrative Officer provides advice and support to managers and staff on administrative and human resources related matters (in particular, recruitment and performance management); leads special administrative projects; keeps abreast of developments in various areas of administration including service excellence, guided process tools, performance management and recruitment testing.

Additional duties:
Human Resources:
Effectively coordinates actions relative to the administration of human resources activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
Prepares and presents reports and cases for submission to UNOG appointment and promotion bodies.
Monitors and evaluates recruitment and placement related activities of clients, and recommends changes or corrections related to procedures to these offices.
Supervises and monitors the work of the junior administrative assistants in carrying out all human resources administrative transactions.
Researches and develops recruitment testing and web-based interview methods based on latest best practices in the industry and UN-wide; assists hiring managers with same.
Designs, plans, monitors and provides induction orientation programme and briefing to new staff members; creating customized training requirements based on job functions.
Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system. Monitors and ensures compliance.
Advises and counsels staff in respect of rights, responsibilities, code of conduct, harassment and abuse of authority.

Budget/Finance/General Administration
Develops procedures and implements the same to ensure that accounting and financial management controls are consistent with UN policy and practice.
Supervises and provides guidance on financial administration and management information issues and practices to colleagues.
Provides guidance and leadership to more junior staff.

Other Duties:
Investigates, designs and develops effective administrative workflow processes and content for standard operating procedures and guided processing tools.
